House Bill 1315 calling for this sort of citizen access to the legislative process was defeated in the Senate without even a hearing in a Senate Committee. It appears unlikely that the bill can make it out this year, but one can never tell what legislators can do if they understand from the citizens that they are upset at the legislation being defeated, and certainly a show of support should give legislators a little pause before defeating such legislation next year.
