ADSL Changes Slow Things Down

I have had a report from someone who used to get 48k to 56k from his ISP with v.90 that now it has dropped to less that 30k. As I understand it, v.90 will only give 56k from the ISP (who has a digital connection) if there is only one D->A conversion between their system and your computer. We are speculating that as Southwestern Bell makes changes in their system to go digital, that part of the path to his system has been converted to digital, but that there are still two part still analog, hence the signal leaves as digital, but has to be converted to analog, then back to digital, then back to analog for delivery to his computer. If this is the case, then the problem should be resolved soon when SWB finishes their conversion to Digital for ADSL, but he asked me to ask how many other people have had their response drop significantly in the last couple of months.
